Why Is Civic Literacy Important?

Florida Statute requires that postsecondary students demonstrate civic literacy by passing an approved course and exam. The FCLE fulfills part of this requirement and supports your development as an informed, responsible citizen who understands how our democratic institutions function and how historical documents, landmark Supreme Court cases, and constitutional principles shape civic life in the United States.

What is the FCLE?

The Florida Civics Literacy Examination (FCLE) is a statewide assessment designed to evaluate your understanding of key principles and practices of American government and civic life. It is administered by the Florida Department of Education to ensure that all students demonstrate fundamental civic knowledge as a requirement for graduation from Florida public institutions of higher education.

The FCLE consists entirely of multiple-choice questions. These questions assess knowledge using Webb’s Depth of Knowledge (DOK) framework, which includes skills such as recalling facts, explaining concepts, interpreting scenarios, and applying information to new contexts.
